Which Cars Are Exempt from Smog Checks in California? (2026 Update)
Not every vehicle on California roads is required to undergo a biennial smog check. The state provides several exemptions based on the vehicle's age, fuel type, and registration status. Here's a comprehensive breakdown of who's exempt—and who isn't—as of 2026.
Vehicles Model Year 1975 or Older (Gasoline)
Gasoline-powered vehicles that are model year 1975 or older are completely exempt from smog check requirements. This exemption covers classic cars, hot rods, and vintage vehicles. These cars predate modern emission control systems, so California does not require them to pass an emissions inspection.
New Vehicles (First 8 Model Years)
Vehicles that are less than eight model years old are generally exempt from the biennial smog check. For example, in 2026, vehicles from model year 2019 and newer are exempt. However, new vehicle owners typically pay a smog abatement fee at registration instead of getting a smog check.
Important exception: Even if your vehicle is within its first 8 model years, you will still need a smog check for a change of ownership or when registering an out-of-state vehicle in California.
Electric Vehicles (EVs)
Fully electric vehicles—including popular models like the Tesla Model 3, Chevy Bolt, Nissan Leaf, and Rivian R1T—are exempt from smog checks. Since they produce zero tailpipe emissions, there is nothing to test.
Plug-In Hybrids (PHEVs)
Plug-in hybrid vehicles are not exempt. Because they have a gasoline engine that produces emissions, PHEVs are subject to the same smog check requirements as conventional gasoline vehicles. Models like the Toyota Prius Prime and Chevy Volt plug-in still need regular testing.
Standard Hybrids
Regular hybrids (non-plug-in) such as the Toyota Prius, Honda Insight, and Ford Escape Hybrid are subject to smog checks. They have gasoline engines and produce emissions, so they must comply with California's testing requirements.
Diesel Vehicles
- Diesel vehicles model year 1997 or older are exempt
- Diesel vehicles with a GVWR over 14,000 lbs (heavy-duty) are exempt from the BAR smog check program but may be subject to CARB's Periodic Smoke Inspection Program (PSIP)
- Light-duty diesel vehicles 1998 and newer are required to pass a smog check
Motorcycles
Motorcycles are exempt from the California Smog Check Program regardless of their age or engine type.
Natural Gas & Propane Vehicles
Vehicles powered exclusively by natural gas or propane are generally exempt from the standard smog check program, although some may be subject to fleet inspection requirements.
